Dear Ashley Clarke,

With reference to your Host Secret letter of

the 21st November about the Chinese cyphers, etc.,

seized at Hong Kong, I enclose a copy of the telegram

from the Governor of Hong Kong of which I had already

given you the gist by telephone, and of our reply.

I am also sending copies of this letter and

its enclosures to Major steel at the war office.
